Hello all,

At last the new Commercial vehicle testing regulations have been signed by the Minister.  Below is some relevant information from the regulations and the explanatory note at the end of the regulations regarding the exemption of non-commercial vehicles.  What is important in the regulations is that now “commercial road haulage” is clearly defined in the regulations, and this clearly defines our vintage vehicles  being used for domestic purposes outside the scope of “commercial”.

COMMERCIAL VEHICLE ROADWORTHINESS (VEHICLE TESTING) (AMENDMENT) REGULATIONS 2017

‘commercial road haulage’ means carriage of goods or passengers for hire and reward and carriage of goods by a person in the course of a trade or business carried on by him for the purpose of delivery to a customer in a vehicle owned by that person;

From 1 January 2020, the new testing  regulations apply to commercial vehicles listed except where such a vehicle has reached the fortieth anniversary of the date of first registration and is being used solely for non-commercial purposes.

In the explanatory note (which is for ease of reading) the testing is set out as follows:

“the introduction of an exemption for vehicles first registered prior to 1 January 1980 which are being used solely for non-commercial purposes which will move to a rolling 40 year exemption in 2020 with vehicles between 30 and 40 years of age (used solely for non-commercial purposes) being required to undergo compulsory roadworthiness testing biennially (every second year) instead of annually from 20 May 2018”

This is good news for all of our  members of the Vintage Veteran Trucks Association.
